Under the PPWR, "Packaging" means the whole packaging system: the complete set of components (bottle with cap and label, carton with tape and labels, pallet with foil and straps, etc.) that together contain, protect, handle, deliver or present a product. A bottle is a bottle until it is filled; a label is a label until it is applied. Together with the product, they form one packaging system. Throughout this Navigator, read "Packaging" in that broader sense.
Under the PPWR, a packaging system is classified by its function in the supply chain, called its level. A single product normally uses several packaging systems at the same time, one per level. The regulation distinguishes six levels: Sales, Grouped, Transport, E-commerce, Service and Take-away.

Packaging classification and producer role identification under PPWR depend on the precise facts of each case. Some provisions of the regulation are subject to implementing acts and Commission guidelines that are still in development. Classifications may change as further guidance becomes available.
